Scope
Program needed insight, advice, support, and recommendations to ensure the successful cloud solution implementation with a targeted focus in FedRAMP, NIST, FISMA, Privacy Act, and OMB requirements.
Solution
The following tasks helped meet the objective:
- Consulted with internal stakeholders to develop security requirements and security and compliance plans for applications and systems. Mapped the security requirements to the applicable security statutes and implementing regulations; Followed the security requirements through development, testing, and production and provides security assurance by testing and certifying systems prior to production cutover
- Advised client on NIST, FISMA/FedRAMP compliance activities
- Conducted security risk assessments for third party applications and service providers
- Ensured organizational structure recommendations integrated cohesively into the overall strategic direction
- Identified and helped plan for long-term financial considerations due to cloud migration and business transformation

Client's Information Technology Services (ITS) department had the need to migrate out of their current data center's physical location and into a new space.
Scope
Discover and to document the current assets aand state of the data center ahead of the actual migration effort.
Solution
Install Device42 to begin the discovery and capturing of the complete details of Data Center 1 and Data Center 2.
Gather the details discovered and validate the sources.
Server and application dependencies mapped and confirmed. Data quality processing to compare discovery results with expected results.
Conduct interviews with SMEs to review and validate data findings and dependency mappings. Conduct final deliverables workshops to review the final deliverable artifacts ensuring expectations have been met and are agreed upon.
Key steps during the project:
- All County Departments were interviewed
- Complete list of all applications, workloads, with details like OS, versions, patches, hardware configurations, storage, and network dependencies, etc.
- Visual/tabulated representation of application interactions and dependencies including databases, middleware, and external services.
- List of current security measures and assessment against compliance requirements. A list of all current security measures in place, including firewalls, intrusion detection systems, and access controls.
- Visual representation of the current network setup, highlighting key components, such as routers, switches, firewalls, and WAN connections. Documentation of current network setup with detail on bandwidth, latency, etc.
Outcome
Evolvers was able to help develop a scope of work to be included in an RFP solicitation for the actual data center migration.

The County was experiencing massive increases in the amounts of data stored and processed, and with the rapid technology changes in the industry, the County wanted to continue its transition from department applications having their own servers to shared virtual machines and moving to cloud applications.
Scope
Documenting, analyzing and assessment of the current state of IT infrastructure including virtual machines and asset assignment, general set up of equipment including memory allocation and storage, overall system monitoring and maintenance processes, ensuring that documentation and contracts are in place for continuity of operations, and assessment of employee staffing.
Solution
Evolvers team reviewed and documented the current infrastructure's as-is state and identified what was needed to move the County to the recommended state, by identifying gaps and required updates in their current set up to provide a structure that would support the County’s departments to better meet their objectives, and identify the resources needed by the IT department to meet the County’s needs.
Deliverables included all-inclusive as-is state of IT infrastructure, processes and IT organization, with gaps identified and recommendations made for a future state with a roadmap identifying priorities to implement the recommended improvements.

Problem
Federal law established the BIP (Balance Incentive Program), which increased the Federal Matching Assistance Percentage (FMAP) for Medicaid community. Texas was committed to fulfilling the BIP objectives of helping individuals who need LTSS live healthy, independent lives in their homes and communities and improving quality of care while reducing costs by diverting or relocating individuals from institutional to community-based settings. With these objectives in mind, the BIP offered an opportunity to further enhance the state’s LTSS rebalancing efforts.
Scope
The scope entailed program management of nine (9) IT projects and project management of 3 sub-projects.
Solution
The Evolvers Group successfully provided Program Management Support Services for the Texas Health and Human Services Commission’s (HHSC) IT BIP (Balance Incentive Program) Program Management Office (IT BPMO).
The services included setup and operation of a PMO, including enterprise program and project management support activities, coordination, project and program level reporting, risk management, documentation and PMO Portal management across all phases of delivery for all the projects.
Evolvers’ team of Program Managers, Project Managers, Project Coordinators, and Technical Writer:
